At The Bluffs the lights go off at ten. That is in the Residents Rules, along with the day lights are first allowed and the date they have to be down, so The Bluffs Christmas light installation is one of the easier jobs to plan in Fair Oaks. The dates are in writing. So are the hours. What’s left is deciding what a patio, a gate and a garage roof can carry.
What the Bluff City rules say
The association is Bluff City Inc. Homeowners Association, which everyone calls The Bluffs. Its Residents Rules cover winter holiday decorations and lighting in three plain points:
- They may go up starting the day after Thanksgiving, and they must be removed by January 15.
- Lighting has to be off between 10:00 pm and 8:00 am.
- Lighting should be the low voltage or wattage typical of holiday lights, and laser lights may only be aimed at your own unit.
The rules also allow decorations in the common area right next to your unit, including garage flat roofs, gates and fence tops, as long as they’re reasonable, safe, silent and don’t damage anything. And the architectural spec that bans colored bulbs in exterior lighting makes an exception for Christmas and other holidays, so color is allowed for the season.
That’s our reading of the copy revised in late September 2026. Boards update rules, so look at the current version before we set a date. If the wording has changed, read it to us at (916) 999-5158 and we’ll plan to the new one. We schedule the install inside the window and book your takedown ahead of the deadline, not on it.
Quiet hours and timers
The off-hours rule is the one people trip over, usually by forgetting to unplug. Every job we do here goes on a timer set to shut off before ten at night and stay off until morning. You don’t have to remember, and nobody on the board has a reason to knock.

Where lights go on a Bluffs unit
There are 114 homes here, built from 1974 on, with garages that have flat roofs, front patios or courtyards behind a gate, and decks on the back. The association controls siding, so we attach nothing to it. Each of the six things we do has a place on a unit like yours.
Roofline lights run along the edge of the garage flat roof, held by clips or weights at the roof edge. Nothing is screwed down and no sealant is touched. Lit garland lies along a fence top or drapes the courtyard gate, tied with soft ties that come off clean. Our fence and railing lighting page explains the method. A lit wreath hangs on the gate or the front door from an over-the-top hanger. If your patio cover has posts, pillar wraps go on those. Stake lighting belongs inside your patio or courtyard, along the pavers or a planter edge. And tree wraps are for a potted or patio tree that’s yours.

Leave the ravine oaks alone
The landscaping at The Bluffs is common area that the association maintains, and that includes the trees. If the board ever wants the clubhouse or an entry lit for the early December holiday party, it can reach us at (916) 999-5158 directly.
For a resident’s job, the oak-filled ravine on the park side, where the deer and wild turkeys come through, is not ours to decorate and we won’t. Same for trees along Bluff Lane, Riva Ridge Drive and Curragh Downs Drive. We like it that way. Old oaks on a slope above the American River Parkway are better left dark, and the wildlife uses that ravine at night.
